The easiest way to apply Wella toner is to mix 1 part toner with 2 parts developer. Pull on disposable gloves and clip off the top layers of your hair. Using an applicator brush, apply the mixture evenly from root to tip, working from side to side of the layer. Drop another layer and repeat the process until every edge is coated.
