To make no-cook pastillas, combine 2 cups powdered milk and 14 ounces condensed milk in a mixing bowl. Once the mixture is completely combined without any lumps, add 1 tbsp margarine and mix well. Then, using your hands or a scoop, shape your pastillas into a ball or cylinder, and roll them in the sugar.
